風営法の1号営業（社交飲食店、キャバクラ等・・いわゆる接待を伴うサービス）については、以下のような在留資格を有する者については、申請者になることができます。
- 経営管理
- 永住者
- 特別永住者
- 定住者
- 永住者の配偶者等
- 日本人の配偶者等
ただし、申請者とは別に管理者（通常、店長）を定めますが、管理者については、経営管理の在留資格を有する者については認められません。あくまで経営管理は経営者、管理者としての活動を認められた在留資格であり、常時、接客・接待に従事することは認められません。

Can foreigners become a business owner of a cabaret club(kyabakura) in Japan?
Foreigner with the following resident status is entitled to apply for the ownership.
- Business manager
- Permanent resident
- Long-term resident
- Spouse or Child of Japanese National
- Spouse or Child of Permanent Resident
Normally, besides a business owner, a shop owner is allocated. And a foreigner with business manager visa cannot be a shop owner. Because business manager must engage in management, not on-site work like serving alcohol or handling of customer etc.
